हर साल 11 अक्टूबर को विश्व अंतर्राष्ट्रीय बालिका दिवस मनाया जाता है| आज यानि 11 अक्टूबर,2021 को विश्व 9 वा अंतर्राष्ट्रीय बालिका दिवस मना रहा है | पहली बार 11 अक्टूबर, 2012 को अंतर्राष्ट्रीय बालिका दिवस मनाया गया था और तब इसकी थीम "बाल विवाह" का विरोध करके International Girl Child Day: Feticide is a human and social crime!इस को समाप्त करना था| हलाकि भारत में राष्ट्रिय बालिका दिवस 24 जनवरी को मनाया जाता है | इस दिन को अंतर्राष्ट्रीय बालिका दिवस के रूप में मनाये जाने का मुख्य उद्देयेश्य बालिकाओ के सामने आने वाली चुनौतिओ और उनके अधिकारों के संरक्षण के बारे में जागरूकता बढ़ाना हैं| पहले के समय में बाल विवाह,सती प्रथा,दहेज़ प्रथा और कन्या भ्रूण हत्या जैसी कुप्रथाए काफी प्रचलित हुआ करती थी तथा बालिकाओ को शिक्षा,पोषण,कानूनी अधिकार व् स्वास्थ्य जैसी आवश्यक सुविधाओं से वंचित रख्खा जाता था जिसको दूर करने हेतु अंतर्राष्ट्रीय बालिका दिवस हर वर्ष मनाये जाने की घोषणा की गई |इसका सकारात्मक परिणाम भी सामने आया है आज के आधुनिक युग में लड़कियों को उनके अधिकार देने और उनके प्रति समाज को जागरूक करने के अथक प्रयास विभिन्न संगठनों,संस्थाओ तथा सरकारों द्वारा किये जा रहे है | भारत सरकार भी इस दिशा में बढ़ चढ़ कर काम कर रही है अनेको योजनाएँ बालिकाओ के संरक्षण एवं उद्धार के लिए लागू की जा चुकी है तथा उनका लाभ भी लड़कियों को मिल रहा है|
अंतर्राष्ट्रीय स्तर पर "बालिका दिवस" मानाने की पहल एक गैर सरकारी संगठन "प्लान इंटरनेशनल" ने की थी | इस संगठन द्वारा "क्यों की मै एक लड़की हूँ" शीर्षक से एक अभियान भी चलाया था इस के बाद इस अभियान को अंतर्राष्ट्रीय स्तर पर विस्तार देने के लिए कनाडा सरकार से संपर्क किया गया तभी कनाडा सरकार ने 55 वे आम सभा में इस प्रस्ताव को रख्खा | अंततः संयुक्त राष्ट् ने 19 दिसम्बर,2011 को यह प्रस्ताव पास करते हुए हर वर्ष 11 अक्टूबर को "अंतर्राष्ट्रीय बालिका दिवस" के रूप में मनाये जाने का निर्णय लिया| इस प्रकार पहला "अंतर्राष्ट्रीय बालिका दिवस" 11 अक्टूबर,2012 को मनाया गया जिस की थीम बाल विवाह के विरुद्ध काम करना रख्खी गयी|
भारत सरकार ने भी बेटिओ को सशक्त एवं आत्मनिर्भर बनाने के लिए अनेको योजनाएँ लागू की है जिस के अंतर्गत "बेटी बचाओ - बेटी पढ़ाओ" सबसे चर्चित एवं उल्लेखनीय योजना है| इस के अलावा केंद्र एवं राज्य सरकारे भी लड़कियों के संरक्षण के लिए कई योजनाए चला रही है जिन का लाभ बालिकाओ एवं उनके माता पिता को मिल रहा है | केंद्र सरकार द्वारा संचालित हो रही "सुकन्या समृद्धि योजना","बालिका समृद्धि योजना","छात्रा वृत्ति योजना" जैसी अन्य कई योजनाएँ बालिकाओ के जीवन को सवारने में अहम् भूमिका निभा रही हैं | वही तमाम राज्य सरकार भी विभिन्न शीर्षकों तथा नामों से अलग - अलग अनेको योजनाए चला रही है - जैसे उत्तर प्रदेश में योगी सरकार ने "कन्या सुमंगला योजना" के तहत बालिका के जन्म से लेकर स्नातक होने तक 6 चरणों में 15 हज़ार रुपये दिए जाने का एलान कर दिया है | इसी तरह से "भाग्य लक्ष्मी" योजना भी उत्तर प्रदेश की योगी सरकार द्वारा चलायी जा रही एक महत्वपूर्ण योजना है - इस योजना के अंतर्गत गरीब परिवार में जन्मी लड़कियों को उनके जन्म पर ही 50000 रुपये सहायतार्थ दिए जाते है साथ ही साथ बालिका को जन्म देने वाली माँ को भी 5100 रुपये की आर्थिक मदद दी जाती है जिस से गरीब परिवार को काफी सहायता मिल जाती है | यह योजना विशेष रूप से कन्या भ्रूण हत्या जैसे सामाजिक अपराध को रोकने में अहम् भूमिका निभाती है | इसी तरह से मध्प प्रदेश, उत्तराखंड,राजस्थान,बिहार,महाराष्ट्र जैसे अन्य सभी प्रदेशो में भी विभिन्न नामो एवं शीर्षकों से अलग-अलग तमाम तरह की योजनाएँ चल रही है जो की बालिकाओ के संरक्षण एवं विकास में अहम् भूमिका निभा रही है
भारत में शिक्षा और सुरक्षा को लेकर हमेशा महिलाओ को चुनौतिओं का सामना करना पड़ा है | आज़ादी के कई वर्षो बाद भी बाल विवाह,भ्रूण हत्या,व लिंग भेद जैसे मामले ख़त्म नहीं हो रहे है| जो की सामाजिक अपराध के साथ साथ मानवता के लिए भी कलंक है | इस पर किये गए एक विश्लेषण के अनुसार 2011 में भारतीय जनगणना में 1000/940 का अनुपात सामने आया था यानि की देश में 1000 पुरुषों के अनुपात में 940 महिलाये थी| इसमें सबसे अधिक ख़राब स्थिति हरियाणा राज्य की थी वहा पर 1000 पुरुषो के मुकाबले महिलाओ का अनुपात मात्र 861 पाया गया| वही यदि शिक्षा की बात की जाय तो देश में 2011 के आकड़ो के मुताबिक महिलाओ का प्रतिशत 65.46 तो पुरुषो का प्रतिशत 82. 14 था | इस दयनीय स्थिति को देखते हुए केंद्र एवं राज्य सरकारों ने बेटीओ को विशेष दर्जा दिया है ताकि उनके शारीरिक एवं बौद्धिक विकास में कोई कमी न आये| केंद्र व राज्य सरकारों के आपसी सहयोग से देश में कई योजनाए चलाई जा रही है जिनमे बालिकाओ को छात्रा वृत्ति, निर्धन कन्याओ के विवाह आदि हेतु नकद सहायता, स्वास्थ्य सेवाए आदि शामिल है| साथ ही साथ सामाजिक सुरक्षा की दृष्टि से भी भ्रूण हत्या,लिंग परीक्षण,दहेज़ प्रथा आदि के विरूद्ध कड़ा क़ानून बनाना भी सरकार की प्राथमिकता रही है |
इतना सब कुछ होने के बाद भी बड़े ही शर्म और दुर्भाग्य की बात है कि हमारे देश में बालिकाए, महिलाये आज भी असुरक्षित महसूस करती है| उनके घर से बाहर जाने पर परिवार के सदस्य भी चिंतित रहते है | इसका मुख्य कारण समाज में व्याप्त विकृति है | सिर्फ क़ानून बना देने से समाज से विकृति समाप्त नहीं होंगी इसके लिए आवश्यकता है स्वस्थ्य एवं शिक्षित समाज की जहा पर "यत्र नार्यस्तु पूज्यते ,रमन्ते तस्य देवता" यानि कि जहा नारी का सम्मान होता है देवता भी वही वास करते है वाली मानसिकता को अपनाना होगा | तभी संभव होगा जब ऐसे व्यभिचारिओ और बलत्कारिओ तथा शोषण कर्ताओ का सामाजिक बहिष्कार होगा | समाज से महिलाओ के प्रति होने वाले अपराधो को समाप्त करना होगा | तथा उन्हें सम्मान प्रदान करना होगा| बलात्कार,नारी हिंसा,महिलाओ का शोषण, दहेज़ की मांग जैसी कुत्सित भावनाओ का स्वस्थ्य एवं शैक्षिक समाज में कोई स्थान नहीं है | अतः हमें मि International Girl Child Day: Feticide is a human and social crime!ल कर समाज में व्याप्त इस तरह की मानसिकता का डट कर विरोध करना होगा तथा ऐसी विकृति मानसिकता के लोगो का हर स्तर पर सामाजिक बहिष्कार करना होगा ताकि दुराचार व शोषण करने वाले लोग समाज से बहिष्कृत हो क्योकि जब तक हमारे समाज में ऐसे भ्रष्ट और अपराधी प्रकृति के लोग रहेंगे तब तक इस तरह के बालिका दिवस,कन्या दिवस,महिला दिवस,डाटर्स डे आदि का कोई महत्त्व नहीं होगा | जरूरत है समाज में व्याप्त व्यभिचार को समाप्त करने की और यह

World International Day of the Girl Child is celebrated every year on 11 October. Today i.e. on October 11, 2021, the world is celebrating the 9th International Day of the Girl Child. It was announced to celebrate the year. Its positive results have also come to the fore. In today's modern era, tireless efforts are being made by various organizations, institutions and governments to give girls their rights and make society aware of them. The Government of India is also working in this direction, many schemes have been implemented for the protection and salvation of the girl child and girls are also getting their benefits.

An NGO "Plan International" took the initiative to celebrate "Girl Day" at the international level. A campaign was also launched by this organization titled "Because I am a Girl", after this the Government of Canada was contacted to expand this campaign internationally, when the Government of Canada placed this resolution in the 55th General Assembly. | Ultimately the United Nations, passing this resolution on 19 December 2011, decided to celebrate 11 October every year as "International Day of the Girl Child". Thus the first "International Day of the Girl Child" was celebrated on October 11, 2012 with the theme of working against child marriage.
The Government of India has also implemented many schemes to make daughters strong and self-reliant, under which "Beti Bachao - Beti Padhao" is the most popular and notable scheme. Apart from this, the central and state governments are also running many schemes for the protection of girls, the benefits of which are being given to the girls and their parents. Many other schemes like "Sukanya Samridhi Yojana", "Balika Samridhi Yojana", "Chhatra Vritti Yojana" being run by the central government are playing an important role in the life of the girl child. The same state government is also running many different schemes under different titles and names - like Yogi government in Uttar Pradesh under "Kanya Sumangala Yojana" to give 15 thousand rupees in 6 phases from the birth of girl child to graduation. has announced. Similarly, the "Bhagya Lakshmi" scheme is also an important scheme being run by the Yogi government of Uttar Pradesh - under this scheme, girls born in poor families are given Rs 50000 for their birth, as well as giving birth to a girl child. The mother is also given financial help of Rs 5100, due to which the poor family gets a lot of help. This scheme especially plays an important role in preventing social crime like female feticide. Similarly, in all other states like Madhya Pradesh, Uttarakhand, Rajasthan, Bihar, Maharashtra, different types of schemes are going on with different names and titles, which are playing an important role in the protection and development of the girl child.
Women have always faced challenges regarding education and security in India. Even after many years of independence, cases like child marriage, feticide, and gender discrimination are not ending. Which is a social crime as well as a stigma to humanity. According to an analysis done on this, the ratio of 1000/940 was revealed in the Indian census in 2011 i.e. 940 females were in the ratio of 1000 males in the country. The worst situation in this was in the state of Haryana, where the ratio of females to 1000 males was found to be only 861. If we talk about education, then according to the 2011 data in the country, the percentage of women was 65.46 and that of men was 82.14. In view of this pathetic condition, the Central and State Governments have given special status to daughters so that there is no shortage in their physical and intellectual development. With the mutual cooperation of the Central and State Governments, many schemes are being run in the country, which include scholarships for girls, cash assistance for marriage of poor girls, health services etc. At the same time, from the point of view of social security, it has also been the priority of the government to make strict laws against feticide, sex test, dowry system etc.
Even after all this, it is a matter of great shame and misfortune that in our country girls and women still feel insecure. Family members are also worried when they go out of the house. The main reason for this is the distortion prevailing in the society. Just making laws will not eliminate the distortion from the society, for this there is a need for a healthy and educated society, where "Yatra Naryastu Pujyate, Ramante Tasya Devta" i.e. where women are respected, the gods also live in the same mindset. It will be possible only when there will be social boycott of such adulterers and rapists and exploiters. Crimes against women have to be abolished from the society. And they have to be respected. Bad feelings like rape, female violence, exploitation of women, demand for dowry have no place in a healthy and educational society.
